The Chicago Department of Transportation (CDOT) implements a large Capital Plan, which was recently increased to add over $1.6B of transformative new transportation and urban design projects. The Highways Section within CDOT's Division of Engineering works to ensure these projects use community engagement, context sensitive design, and engineering best practices to create streets and public places that are well-designed, well-constructed, and reflective of the unique character of Chicago's diverse neighborhoods.

The Coordinating Engineer-I position is a critical management role for the implementation of the Capital Plan. Under direction, the position will assist in managing the Highways Section, coordinating, supervising, and reviewing the planning, design, and implementation of local, state, and federally funded transportation infrastructure and urban design projects, including corridor reconstruction, arterial street resurfacing, traffic signal modernization, and major intersection reconfiguration. The position functions as a senior project manager for major engineering projects of considerable scope and complexity and performs related duties as required.

ESSENTIAL DUTIES

Oversee consultants responsible for the design of local, state, and federally funded transportation infrastructure and urban design projects.
Reviews concept plans, construction documents, specifications, cost estimates and engineering calculations for projects prepared by staff and consultants to ensure compliance with standard policies, procedures, codes, guidelines; established design criteria; and constructability.
Develops transportation and urban design policies, guidelines, best management practices, standard operating procedures, review and submittal checklists, specifications, and details.
Assists staff in resolving complex engineering design and construction problems.
Prepares engineering designs, drawings, calculations, specifications and cost estimates for infrastructure, construction, maintenance, and repair projects.
Visits construction sites to monitor status of projects.
Research new materials, techniques, and software for use in engineering projects.
Coordinates with City departments, sister agencies, state and federal agencies, community groups, and the public on projects.
Coordinates projects with the Illinois Department of Transportation (IDOT), Federal Highway Administration (FHWA) and other regulatory agencies.
Prepares for and attends community meetings.
Develops project scopes, budgets, and schedules.
Reviews and evaluates consultant proposals and makes recommendations for the awarding of contracts.
Coordinates with public utilities to facilitate scheduled projects and conflict resolution.

* Coordinates permit applications and restoration agreements.

Performs project management of complex transportation infrastructure projects.
Oversees consultant's feasibility studies, engineering studies, master plans, guidelines, and best management practices, right of way analysis, public outreach, Phase I studies including engineering and environmental studies, and Phase II design engineering.

Additional duties may be required for this position.

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE Qualifications MINIMUM QUALFICATIONS
* Graduation from an accredited college or university with a Bachelor's degree in Engineering, plus five (5) years of work experience in the planning, design and construction management of engineering projects, of which three (3) years are in a supervisory role related to the responsibilities of this position or an equivalent combination of training and experience, provided that the minimum degree requirement is met.

* Registration as a Professional Engineer (R.P.E.) is required. At the time of employment, positions must have obtained Registrations as a Professional Engineer (R.P.E.) in the State of Illinois.

* A valid State of Illinois Driver's License is required.

SELECTION REQUIREMENTS: This position requires an applicant to successfully complete an interview which will include a writing exercise. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
